Premiums Up, Choices Down: The First Wave of Obamacare

Kaiser Family Foundation just released further bad news about the poorly named Patient Protection and Affordable Care Act (“Obamacare”). American families facing a bad economy, high unemployment, and crashing home values now get hit with another cost increase: higher health insurance premiums that are rising more every year.

Obama’s campaign focused on “hope and change,” but I suspect these winds of “change” are ones that most Americans did not “hope” for, did not want, and would like to escape.

Look at the bleak facts:

In 2011, the annual health insurance premium for a family of four was pushed above $15,000 for the first time ever.

The 2011 annual health insurance premium was 31% higher than 2006, and 113% higher than in 2001.

Health insurance premiums were 9% higher in 2011 than in 2010. And the media says there is no inflation? Did your income go up 9% from 2010 to 2011? Not for the vast majority of Americans!

Hurricane Irene wreaked visible damage all along the Eastern seaboard this fall. The damage from Obamacare’s extensive new mandates and regulations is less visible, but no less damaging to individuals, families, businesses, and our overall economy. At least we had warning that Hurricane Irene was coming and could take steps to prepare and protect ourselves. But we were falsely promised that the hurricane named Obamacare would lower costs, improve access to health insurance, and “protect patients.” Even in this earliest stage, with only a fraction of the mandates implemented, we are seeing massive damage.

Obamacare advocates like to blame the “greedy” insurance companies. But most of the blame for higher premiums is directly caused by the Obamacare first wave of mandates and regulations.

As of the fall of 2010, all insurance policies must:

keep adult “children” up to age 26 on parents’ policies,
provide “free” preventive care and screenings for everyone
cover pre-existing medical conditions for children

Adding this coverage unavoidably means the policy will have to cost more.

Obamacare regulations already control practically every decision a private insurance company can make. It is only going to get worse as government “medicrats” micromanage every single aspect of insurance coverage.

No Room for Medicare Patients

When I went into solo practice of internal medicine in 1981, it was very easy to get a doctor to see a Medicare patient. All I had to do was make a phone call. A courteous receptionist answered. If the doctor couldn't come to the phone right away, I could count on a prompt callback.

Consultants saw patients quickly, and generally called me to discuss their findings and advice. And very often there would also be a letter in the mail: “Thank you for referring this delightful patient to me.”

How things have changed! Now a doctor gets the phone menu, just as the patients do, and it often ends in voice mail. It might be a few days before a staff member calls back—usually with the news that “we are not accepting any new Medicare patients.” At best, my patient might be offered an appointment in several months.

One very fine gentleman, who had recently moved to a rural area, found it easier to fly to Tucson to see me than to get in to see a local internist. That was in 2009. Recently, he has become unable to travel, so I needed to find him a local doctor.

I tried to expedite matters by ordering him an immediate diagnostic test: an abdominal CT scan. I don’t think anyone could argue that it wasn’t indicated under the circumstances. One little problem: I am not enrolled in Medicare and don’t have the proper government-issued number to enter into the computer. A license to practice medicine is not enough. This National Provider Identifier (NPI) is supposed to protect the system against being defrauded. Without that number, the imaging facility could not get paid by Medicare.

“Why not use the radiologist’s number?” I asked. After all, he was the one who would get paid. Nope, a referral was required. How about a self-referral from the patient? Nope, we can’t allow patients to decide what tests they need. “The patient is willing to pay for his own test,” I said. Nope, if he’s on Medicare, they aren’t allowed to take his money.

They gave the patient 24 hours to find a properly enumerated doctor to countersign my order. Fortunately, he found a specialist willing to do so, and assume potential criminal liability for committing “waste, fraud, and abuse” by ordering a “medically unnecessary” study. (Fortunately for the patient, he turned out not to have cancer, but that could be bad news for the doctor.)

So this is the status of retired Americans. They can’t just walk into a facility and request a medical test, and pay for it with their very own money. A man may be qualified to pilot a 747 across the Pacific, but once he’s on Medicare, he is unfit to make an unsupervised decision about his own medical care.

WASHINGTON (AP) — President Barack Obama once promised that negotiations over his health care overhaul would be carried out openly, in front of TV cameras and microphones. Tell that to the White House now.

Republican congressional investigators got the brush-off this past week after pressing for details of meetings between White House officials and interest groups, including drug companies and hospitals that provided critical backing for Obama’s health insurance expansion.

Complying with the records request from the House Energy and Commerce Committee “would constitute a vast and expensive undertaking” and could “implicate longstanding executive branch confidentiality interests,” White House lawyer Robert Bauer wrote the committee. Translation: Nice try.

As millions of my fellow Americans, I am outraged, devastated and extremely angry by the democrat’s unbelievable arrogance and disdain for We The People. Signing Obamacare into law against our will and the Constitution is tyranny and step one of their hideous goal of having as many Americans as possible dependent on government, thus controlling our lives and fulfilling Obama’s promise to fundamentally transform America.

I keep asking myself. How did our government move so far from the normal procedures of getting things done? Could a white president have so successfully pulled off shredding the Constitution to further his agenda? I think not.

WASHINGTON -- Two of the central promises of President Barack Obama's health care overhaul law are unlikely to be fulfilled, Medicare's independent economic expert told Congress on Wednesday.

The landmark legislation probably won't hold costs down, and it won't let everybody keep their current health insurance if they like it, Chief Actuary Richard Foster told the House Budget Committee. His office is responsible for independent long-range cost estimates.

Yesterday, the Deparment of Health and Human Services announced it had granted more than 500 new waivers to Obamacare's requirement that health plans have annual limits of no less than $750,000. This annual limit requirement climbs to $1.25 million next year and then to $2 million.

The reason these exemptions from the law are needed is that Obamacare forces all health insurance consumers to over-insure themselves and pay high premiums as a result. Without the waivers, many companies, non-profits and unions would simply drop their health plans. As of 2014, the waivers will no longer be available -- at least, that's the way the law is written.

It is worth noting that there are 166 union benefits funds now exempted from this requirement, which account for about 40 percent of the exempted workers. This means that although there are only 14.6 million unionized employees in the United States, and 860,000 of them are already exempted from this provision of Obamacare.

Nearly two-thirds of U.S. doctors surveyed fear healthcare reform could worsen care for patients, by flooding their offices and hurting income, according to a Thomson Reuters survey released Tuesday.

The survey of more than 2,900 doctors found many predict the legislation will force them to work harder for less money.

"When asked about the quality of healthcare in the U.S. over the next five years, 65 percent of the doctors believed it would deteriorate with only 18 percent predicting it would improve," Thomson Reuters, parent company of Reuters, said in a statement.

The brazenness of the Obama administration never ceases to amaze. Try typing "Obamacare" into Google, and you'll find that the first entry is now the Obama administration's www.healthcare.gov. If you don't particularly like that result, you'll probably hate the fact that you're paying for it.

You'll get the same paid-for result if you type in "Obamacare facts," "Obamacare summary," "Obamacare info," "Obamacare overview," "Obamacare questions," "Obamacare explanation," "Obamacare basics," "Obamacare pros and cons," "Obamacare and elderly," and even "Obamacare and abortion." For each of these search terms, and many others, the Obama administration's site comes up first, as a paid entry. But it doesn’t come up if you type in "ObamaCare repeal."

Politico's Ben Smith, in a post entitled "HHS Buys 'ObamaCare,'" quotes an official from Secretary Kathleen Sebelius's Department of Health and Human Services (HHS), who confirms that this clear attempt to influence what Americans read about Obamacare does, indeed, represent your tax dollars at work: "'We are using a bunch of search term[s] to help point people to HealthCare.gov. [It's] [p]art of our online efforts to help get accurate information to people about the new law (i.e. [we] also use Facebook, Twitter, blogs and webcasts),' an HHS official confirmed by e-mail."
